In this quick resource, we’re compiling platforms that organizers are using to communicate through internet shutdowns (often orchestrated by governments).
Bitchat enables decentralised peer-to-peer encrypted messaging over Bluetooth mesh networks, without relying on mobile networks, internet connectivity, or centralised servers. In other words, rather than using cell or internet towers, secured data goes directly between phones. It requires no phone number, email or SIM to operate. Users and their locations cannot be traced back via standard police identification tactics.
Bitchat was used in India’s 2026 Cockroach protests after internet was cut off to share supplies such as food, medicine etc., and to continue communications between one another.
2. Briar
An encrypted messaging platform also without a centralized server. When internet is down, Briar can use bluetooth. When internet is active, Briar uses the Tor network to protect users from surveillance.
